Virginia’s Advanced Pharmaceutical Manufacturing (APM) Tech Hub and the Alliance for Building Better Medicine (ABBM) secured a $15.97 million EDA investment to launch the End-to-End (E2E) Commercialization Project.
CCAM was proud to support this collaborative effort, which will help strengthen domestic pharmaceutical manufacturing and advance a more resilient U.S.-based medicine supply chain. This achievement highlights what is possible when industry, academia, and government organizations work together toward a common goal
Since the launch of Virginia’s APM Tech Hub in 2023, CCAM has served as the fiscal and administrative lead for the Alliance for Building Better Medicine, the coalition that oversees the Tech Hub and brings together 55 partners from industry, academia, government, workforce development, nonprofit organizations, and economic development entities. In this role, CCAM has provided the operational infrastructure necessary to coordinate partners, manage implementation efforts, and support the execution of strategic initiatives that advance the nation’s pharmaceutical manufacturing capabilities.
The newly funded E2E Commercialization Project will create an integrated pathway for producing critical medicines entirely within the United States. Led by Civica, Inc. and supported by Phlow Corp., Occam Systems, and the broader Alliance network, the project will connect domestic key starting material production, active pharmaceutical ingredient (API) manufacturing, finished dose formulation, regulatory approval, and commercial-scale manufacturing. The effort will focus on four critical sterile injectable medicines—ketamine, midazolam, norepinephrine, and succinylcholine—which are widely used in emergency, anesthesia, and critical care settings.
CCAM’s involvement extends beyond administration. As a founding member of the Alliance for Building Better Medicine, the organization has helped build the collaborative framework that enabled Virginia to become a national leader in advanced pharmaceutical manufacturing. The Alliance’s collective efforts have contributed to securing numerous federal and state investments, including a Build Back Better Regional Challenge award, designation as the nation’s Advanced Pharmaceutical Manufacturing Tech Hub, National Science Foundation Engines support, Good Jobs Challenge workforce funding, and more than 20 collaborative project awards focused on workforce development, manufacturing, innovation, and commercialization.
According to the announcement, the EDA investment represents years of collaboration among public and private partners working toward a common goal: strengthening the resilience of America’s pharmaceutical supply chain. The project builds upon more than $1.7 billion in prior federal, state, philanthropic, and private investments that established Virginia’s APM Tech Hub, as well as nearly $14 billion in public and private commitments made across the broader ecosystem since 2020. These investments have accelerated pharmaceutical manufacturing growth throughout the Commonwealth and reinforced Virginia’s position as a hub for innovation and domestic medicine production.
In a statement included in the announcement, CCAM emphasized its commitment to supporting the Alliance and providing the operational foundation needed to advance this collaborative effort. The organization noted that the E2E Commercialization Project demonstrates how sustained public-private partnerships can strengthen America’s pharmaceutical manufacturing capabilities and improve the long-term reliability of the nation’s medicine supply. CCAM CEO John Milton-Benoit stated. “This $16 million award is a strong validation of the vision behind Virginia’s Advanced Pharmaceutical Manufacturing Tech Hub and the years of work invested by partners across the Commonwealth. It demonstrates what is possible when industry, government, higher education, and workforce organizations align around a shared strategy to strengthen domestic pharmaceutical manufacturing and deliver lasting economic impact for Virginia.”
Through its leadership role within the Alliance for Building Better Medicine, CCAM has helped create the conditions for significant federal investment, industry growth, and innovation across Virginia’s pharmaceutical manufacturing ecosystem. The EDA award further validates the success of the collaborative model that CCAM has helped establish and positions the Commonwealth to continue leading efforts to build a more secure and resilient domestic pharmaceutical supply chain.
